Completing the LCA Program Application

There are two ways a producer can complete a LCA Program application. The application can be printed from the CA Low Cost Auto Insurance Program website www.aipso.com/lc by going to the Forms Library and completing it by hand. The LCA Program application is available on the website in 9 different languages. The available language applications are Armenian, Cambodian, Chinese, English, Farsi, Korean, Russian, Spanish, and Vietnamese.

A LCA Program application can also be completed by using the Electronic Application Submission interface (EASi). Only certified producers can use EASi. The EASi website is located at https://easi.aipso.com/

When using the LCA Program EASi, the system will access the applicant's driving record in real time and determine based on the applicant's driving record if they are eligible or not. It is recommended that any applicant who is rejected because of their driving record get a copy of their motor vehicle report from the California Department of Motor Vehicles and review the information provided. The LCA Program will review any disputed rejection based on driving record.

The California Automobile Assigned Risk Plan introduced EASi as a simple, cost effective way for producers certified by CAARP to complete and submit automobile application data electronically to CAARP via the Internet. The resulting electronic version of the completed application can be printed, signed and mailed together with the premium deposit payment and any other supporting documents required by CAARP or the LCA Program.

EASi gives the producer a choice of requesting an immediate effective date or a future effective date. When using EASi, the producer does not need to bind coverage via the Electronic Effective Date Procedure (EEDP) telephone system.

Only certified producers can submit application information via EASi. Once certified, CAARP will issue a username and password to either an individual producer, who has no agency affiliation, or to an agency. The individual or agency information listed below will pre-fill onto the Producer of Record section on the application:

  • Name
  • DBA Name (if any)
  • Mailing address
  • License number
  • Tax ID/SSN number
  • Phone and Fax numbers

How does EASi work? It's EASi!

To access EASi log into the applicable website:

  • For CAARP Private Passenger and California Low Cost Automobile Insurance Program (LCA) applications the website is https://easi.aipso.com/
  • CAARP Commercial applications can be found at https://www.aipso.com/easi

At these websites producers will find information on the basic system requirements as well as step-by-step instructions for submitting application data through EASi.

After a producer logs into EASi using their unique EASi username and password, they will choose which application they want to use, CA Private Passenger, CA Low Cost or CA Commercial. The producer chooses the application from a drop down menu.

When using the LCA Program EASi online application, the current rates of the applicant's county will pre-fill onto the application. Note that the EASi LCA Program application is only available in English.

When completing the LCA Program application it is necessary to list all members of the household for income purposes. This includes any children in the household, even if they are not licensed drivers.

There can be only 1 vehicle per policy/application through the LCA Program and only 2 policies per person, or registered owner in the household. Each application, whether it is through EASi or handwritten must be submitted with a separate deposit check.

The applicant must also sign the Important Notice that states that the applicant understands that the minimum limits of liability available through the LCA Program are only 10/20/3.

The LCA Program application must be completed and mailed to CAARP within 2 working days along with the following documents:

  • A Privacy Waiver Form completed and signed by each member of the household over 18 years of age.
  • A copy of the current vehicle registration.
  • A copy of a valid driver's license of the named insured and all licensed drivers in the household.
  • Proof of income for all individuals that have income.

Proof of Income

Income verification is required in the form of one of the following types of documents:

  • A copy of the applicant's Federal or State Income Tax Return if filed in the previous calendar year, or if filed the current year, whichever is most recent.
  • Other reliable evidence from a governmental agency or governmental means tested program verifying the applicant's annual gross income is also accepted. These alternative sources of documentation include the following:
  • 1099 Form
  • W-2 Form
  • Payroll stubs
  • Medi-Cal card
  • Employer verification letter (on letterhead)
  • Social security or pension letter
  • Utility company lifeline documents (gas/electric, telephone, etc.)

Payment Options

The applicant has a choice of 5 different payment options:

  • Full Annual Premium (no outside financing is allowed)

  • Deposit Premium ($125.00 or 25%, whichever is greater, balance due in 30 days)

  • Installment Option 1 - Deposit of $100.00 plus 6 bi-monthly payments. No interest, $4.00 per installment charge*

  • Installment Option 2 - Deposit of $125.00 or 25%, whichever is greater, plus 5 bi-monthly payments. No interest, $4.00 per installment charge *

  • Installment Option 3 - Deposit of 15% of the Total Premium plus 6 bi-monthly payments. No interest, $4.00 per installment charge*

    *Bi-monthly means every other month.
