    Effective July 1, 2000:
    Counties of
    Los Angeles, San Francisco

    Effective April 1, 2006:
    Counties of
    Alameda, Riverside, Fresno, San Bernardino, Orange, and San Diego

    Effective June 1, 2006:
    Counties of
    Contra Costa, San Joaquin, Imperial, San Mateo, Kern, Santa Clara, Sacramento, Stanislaus

    Effective March 30, 2007:
    Counties of
    Monterey, Sonoma, Merced, Tulare, Santa Barbara, and Ventura

    Effective October 1, 2007:
    Counties of
    Amador, Butte, Calaveras, El Dorado, Humboldt, Kings, Lake, Madera, Marin, Mendocino, Napa, Placer, San Benito, Santa Cruz, Shasta, Solano, Sutter, Tuolumne, Yolo and Yuba

    Effective December 10, 2007: (Final 16 counties)
    Counties of Alpine, Colusa, Del Norte, Glenn, Inyo, Lassen, Mariposa, Modoc, Mono, Nevada, Plumas, San Luis Obispo, Sierra, Siskiyou, Tehama and Trinity.

    Rating in the LCA Program

    There is no rating in the LCA Program. The liability, medical and uninsured motorist bodily injury rates are set. The rates differ from county to county based on the loss ratio in the particular county. Currently all counties have basic liability rates at less than $400 dollars a year.

    The only variation in the LCA Program rates is the 25% surcharge to the liability rate if there is an eligible male driver in the household who is under 25 years of age and unmarried.
